The Housing Decarbonisation Skills for Climate, Health, and Jobs (Skills4Deca) Project
The Skills4Deca project addresses a key objective of the Digital Europe programme: to provide strategic advanced digital skills and promote the widespread use of digital technologies across the economy and society for a greener environment. Our initiative aims to meet the skills needs of the housing decarbonisation industry in the Baltic countries.
Our Mission
We focus on enhancing the digital competencies of housing managers, landlords, certified construction engineers, building condition evaluators, energy auditors, and construction designers, even if they lack a digital background.
To achieve this, we are integrating housing decarbonisation digital skills into existing bachelor’s and master’s programs at three Baltic universities.
Our approach includes developing and incorporating micro-learning modules, as well as bachelor’s and master’s level e-content.
Our Vision
The goal of our training is to enable graduates to deploy digital solutions for smart housing, emphasizing energy efficiency and aligning with the EU Green Deal objectives.
Our Partnership
To implement our work, we have built a partnership that includes:
- Three Higher Education Institutions from the Baltic countries, sharing a common interest in housing decarbonisation skills development to reduce CO2 emissions.
- Two SMEs from the digital industry and energy efficiency sector.
- Two Centres of Excellence, one integrated with an HEI specializing in zero-energy and resource-efficient housing decarbonisation, and the other with expertise in material science.
What We Offer
Our team is equipped to deliver advanced digital content, hands-on sessions, and up-to-date training and seminars led by industry professionals. The Centres of Excellence are key partners for emerging technologies in energy efficiency in the housing decarbonisation sector.

To further support our mission, we offer grants and preparation programs for both students and teachers to enroll in these enhanced programs.
